People return to zones for items and to enjoy it all over again. There's little to further incentivize people imo.

It's not just SE, but any developer will generally leave something like this alone after a new expansion drops. It's very inefficient to keep going back to these old projects while the players demand newer content.

What happened with Diadem was unfortunate, but they were able to salvage it and make it into something better.

Also, to address the idea of Duty Finder, I don't see them taking that approach with something like this. Anyone that actually wants to go to any of this content will specifically choose what it is they want to play. If they need more bodies, there are discord communities to find people to do this content. I don't want to see resources wasted in this manner and I'm sure they don't want to waste resources in this manner.

These zones are meant to be played for an hour or two at a time. People have a hard enough time queueing for alliance roulette with the longer time spent in zone, they're definitely not going to queue for something like this. Furthermore, people can easily abandon the duty because there's no penalty for leaving if they don't get what they like.
