Well, I can understand about few folks might not like Emet and nobody excusing him for his crimes at all.
Emet could not let go of the past, like how we are in real life. Sometimes we want to go back to those days, to those better days when things were simpler. Emet could be a bastard, but he was a bastard with a good heart that care for his friends and his people in his own way and what happened to them broke him as a person. Emet is representation of those who kept living in the past, trying to bring them back and willing to go through thousands of years to make it happen.

It's because, stripping away the lies he tells himself because he hates what he feels he has to do, his angle and our angle are fundamentally the same, but tragically incompatible with each other. It's why in-universe the WoL basically canonically gives him a "hard pass" to the point Endwalker can't stop playing up how attached they are to him and how sad they are about his fate to the point of needing to be comforted by Emet himself.

Because he's an incredibly well written villain. That's all there is to it.
Rightfully blamed? Is it really rightfully blaming when the WoL is killing people who are INVADING and killing Eorzeans? Is that really some horrible act? @_@
