Garrisons also sucked at WoD launch. A lot of that garrison specific content didn't get added until 6.1 and it was hastily slapped in trying to control the subscription bleed. A few other things didn't get added until 6.2 (like the shipyard and the holiday decorations you thought to mention earlier).

Remove all the content related to player progression from garrisons and you end up with what's basically a miniature Island Sanctuary. Garrisons did have more building choices but that's because most of those buildings had specific purposes in player progression.

Mission table? Analogous to the Sanctuary workshop. Both had primarily economic purposes, though the mission table was also mandatory for player progression on the Legendary ring and provided raid gear.

Garrisons had just a small mine and tiny herb garden to gather from. Sanctuary has an entire island with the nodes spread out.

We get to let minions wander around various areas of the Sanctuary once we upgrade the cozy cabin for the first time (that was probably the first or second day for most of us). To have your companion pets wander around your garrison, you first had to level the garrison to Rank 3 (took months) and then you had to choose to build the Pet Menagerie and level it to Rank 2 (honestly can't remember at this point how long that took but I'm pretty sure it was at least 2 weeks).

We know more content will be getting added to Island Sanctuary over the course of this expansion. Seems like SE should be given the chance to add more content to Island Sanctuary over the next couple of patches before it gets compared to Garrisons that also had a couple of patches to flesh out what they had.
