Memory space is what I'm guessing. It's the same reason why instance housing doesn't exist and apartment is an extremely small room. An island may looks big, but since it's the same for every player it's just one single template that can be loaded on the demand each time a player go to their instance. A fully customizable house will be unique to each and every players. So if there are 1mil players with a house, there are 1mil unique package that they have to store.

They should've expected to at the very least have enough glam plates to have one unique glam per class in this game. And that counts for DoL/DoH jobs as well.
