It'd be nice to be able to give them to people that have left already, but I personally leave as fast as I can these days. I neither need nor want commendations since I already have the mount, I prefer that they can potentially go to someone else.

Sticking around a few extra seconds for anything, even a loot roll, is considered commendation-seeking...
Being normal and chatty is considering commendation-seeking...
... and you can't commend the people who leave, so why want to commend someone who didn't seem to want them enough?...

Good idea, prime example of this is, pvp CC matches people leave instantly to queue for the next match to get in so leave asap.

I feel if they leave quickly then they don't much care for Comms.
When you deal with human beings, never count on logic or consistency.
Fluid like water. Smooth like silk. Pepperoni like pizza.
If they don't want to stay long enough to get a commendation, then why should they get it?
sometimes you don't even get the comm if you do stay i remember leveling up RDM and doing EX-death normal raid i was busy sweeping up bodies left and right especially the healers and keeping tanks topped up not a single commendation.
it's why i just instant leave cause even if you do do something comm worthy you prolly won't get it anyways unless your tank or healer and even thats a toss up
It's a data integrity thing. When you leave the instance, the instance server hands your character data back to a world server. If people were allowed to comm you after you've left or, more to the point, during the leaving process, the timing of it could potentially allow duplication of comms or forfeiture of comms, and so it would require additional validations to make sure the data is correct.
Much safer is to disallow comming anyone who has left so that the data is only modified once and additional checks are unnecessary. The other safe option would be to hold everyone hostage until everyone has voted, and that's not an option at all, so here we are. If people leave, they've forfeited their comms. Don't lose any sleep over not patting them on the back fast enough; they don't care and it's not worth taking the time to make them comm-able.
I totally agree, we should be able to Comm any player in our group, even after they left the instance. Part of the issue is that some veteran players have already gotten all the rewards attainable from Commendation achievements, so the whole system literally serves no purpose to them anymore. I had a rough idea a while back to make Commendations into a currency that we can spend on new rewards, mostly exclusive consumables so that players would perpetually use them up and always want to get more of them.
Call me cynical, but I love the idea of the Commendation system to whatever extent it may artificially incentivize players to want to be the MVP, to be patient and friendly, to help others and provide advice, or generally just make for a fun experience. Heck, if it's just somebody's glamour or character name is amusing and you Comm them for that, then fine -- it's still a positive thing to be able spread some anonymous goodwill, both for the sender and the receiver. It makes the game just better overall, in little tiny bits over time.
Ideally, we should want to do our best, and be kind to our party members, even without any potential reward. I like to think I aim for that in my groups, but that doesn't mean I don't still appreciate being recognized for my effort, or enjoy giving somebody else a pat on the back too. It just makes the game feel better in general, even if you can't tangibly see the difference it makes on the other end. That system is not working as intended, though, if players no longer value it and just leave because they don't even care anymore.
