If it had been mentioned in one of the Live Letters, it would have been included in the Live Letter digest. I went back through the last few digests and found nothing about more wards being added to every world.
I'm not ruling it that it might have been said in one of the interviews YoshiP might have given after a Live Letter since the translations of those to English don't always fully spread around the EN speaking community but it still seems odd to me that you're the only one talking about this. Adding 10 more wards would be huge news that the content creators who watch for info from JP interviews would have jumped on to share.
At this point we're relying on you to track down the source and share with us.
All it takes is 2 months plus $20 to buy the starter edition and another $30 dollars for two months of subscription (I know the starter ed comes with a free month but expect things to spill into a third month to finalize) but they're selling houses for $400 to $1300 according to the information shared in other threads,
I think it's fair to say no money is being lost. It's not a livable income if you're in a first world country (unless you're able to make multiple sales a month) but it's a nice amount as a supplemental income for most people. If you're in a third world country, $400 is enough to support a family for a couple of months.
Nor is time being lost in any considerable fashion. The time investment for a single player to start a FC, get to rank 6, get a house and find a buyer isn't two months of time - it's about a dozen hours of time. They still have the other 1400+ hours in those two months to do other things.
The amount of time lost is negligible - it's not like the world stands still until the buyer has the FC and house.
The lottery does not solve the housing RMT problem. RMT resales may be less frequent but they have not been stopped. SE still lacks any in-game methods of proving housing RMT is happening unless people get dumb and talk about doing a RMT transaction in game chat.

Sure. but will they?
We don't know that SE has set up anything to monitor whatever they would consider weird behavior for FCs and housing. Weird behavior can sometimes be exactly that and not a violation of ToS.


Yeah I'm not going to get my hopes up on that one. I've watched botters and RMTers run roughshod over housing for years now. A couple are still attempting it, even though it's been made more difficult with the lotto being bot proof and FC lead transfer taking 30 days. I'm still tracking them, see if SE does anything about them.
