I still cannot believe they did that cringey thing with cid and nero coming to sharlayan to give you a "device from valens which has refined adamantite" and gaius quite literally sitting it out at the most important moment in the history of his nation, which he loved dearly.
From the way how the Garlemald Area is designed, it clearly shows that it wont be impossible to make the rebuilt of it a reality and heres my two cents on the matter:
You see, everytime Squeenix made a restoration Site so far, was by making the whole Site, a new area-instance with either a NPC or a Teleportpoint guiding you inside. Since the actual Palace, as well as parts of the inner City is part of the Background that is connected trough arround 3 Bridges, said Bridges COULD be a possible entry point for a Restoration Site in the future.

I'm remaining hopeful that they're saving Gaius' MSQ involvement for whenever we have to address the lingering issues in Ilsabard.
The future of the Garleans is still very uncertain between them no longer having a place to call home, a lack of true governance, and a substantial part of Garlemald's armies still at large.
When they eventually release the associated crafter/gatherer event, they should get the Loporrits involved. That way, they can call it the Garlemald Hare Restoration project.

I think they're planning to do more story around Garlemald going from the all-roles quest, and if they do I can imagine them making an additional part conditional based on Werlyt's completion, like how the Shadowbringers all-roles ended up asking for the Warring Triad.
EDIT: Also, from a more in-story logical perspective, proooooobably a good thing for Gaius to have sat the Garlemald intervention out. Remember that he was framed for Varis' death, so him turning up before we can properly clear his name and blame the genocidal ghost wizards for everything that happened would do more harm than good.

If only Garlemald had a secret stash of gold nearby... wait a minute, wouldn't there be a lot of treasures and paintings and other artifacts they had accumulated? Garlemald was the wealthiest and most advanced nation in the world. They've got to at least have as much stuff to liquidate as Ala Mhigo and Thavnair did. Couldn't they auction that stuff off to pay for reconstruction costs? Hell, they're oil barons aren't they? They could just ceruleum to other countries.
A Firmament or Doman Enclave style reconstruction of Garlemald would have been nice, but I suspect we will be lucky if we even get a tiny beast tribe daily hub camp on the moon for the Garleans with little tents setup, if anything at all.

Well with the last issue in Garlemald dealt with in the last 6.0 Endwalker Job Role Quest (still think they should have put more effort into this due to this resolving the last issues with Garlemald), the only thing left for Garlemald is to rebuild which I think may happen later as some kind of crafting chain storyline either sometime in 6.X or in the future expansions.
Gaius himself says that he doesn't want to complicate things, which makes sense since the last couple of regime changes led to brutal civil wars and he is accused as being a potential usurper. I'm not sure what the twins have to do with anything? Unless you're talking about the two women who ran away from us to their deaths because they're scared of magic and the Alliance and that's some how worse than potential civil war?
On topic, it was a major letdown to keep Garlemald behind the curtain for 10 years, only to reveal it as a smoldering heap. I'm even more surprised that there was basically no new lore revealed at all and still no new character models, with everyone either being Elezen or Hyur with a third eye on their head. Hopefully we get some sort of reconstruction thing off the map but considering the amount of side-quests that use the ruins, the main city we have access to is going to be dead forever.
I also hope that the writers remember the Thavnairan and Garlean embassies in Kugane and that they are finally used for something.
