    Change all the 0 zero entries to a 1 to make it a first come win situation to clean up all the zeros and go from there. Contact all the people who bid first and tell them they won and go back and claim their lots providing they didn't spend there initial investment

    Nope. Reroll the 0-plot's without the 0. That way it's an actual lottery again with fair shots, and not FCFS, because then that's not a lottery.
