It's going to be rivers of salt in about 4 weeks from now, when the entirety of Balmung is entering for the single small Goblet 52 that came up in the previous 9 days, and a level 2 character wins it.

Why are you like this? A level 2 character cannot, by any means, get that house, due not having met the 2nd Lt requeriments for it.

If by bot users you mean ppl running scripts then that is because it was the only reasonable way of getting a house.

And just that is reason enough to get rid of the old system.
People shouldn't have to use a script to begin with.

A level 2 character can be an FC leader and buy. Nothing more is needed than them being the leader for 30 days and 4 people in the FC when they buy.

After they win it, they drop the three other characters, and sell the account (US$19.99) with house.

Neither. It's not a fix to the housing shortage. The only way to fix that is to create more houses.

All this is, is a band-aid to prevent click bots and unhealthy placard camping for 10+ hours. Which is good. But that's all it is.

So I guess first off, I've been assuming that relocation is not a thing anymore, right? Even ppl that want to relocate still have to participate in the lottery?

Under that assumption, previously it was beneficial to buy any house you could get in this game, as that gave you privilege when other spots might become available. If you endured the timer and clicked furiously to acquire a small house in the goblet that was available, then later on when a medium opened up in shirogane you could just walk up and move there. So it was usually recommended to players to get any house they could when they were available so that later on they could have a potentially easier time moving to a more desirable plot via relocation.

So I think... unless I'm wrong about relocation, which I could be, but I trust someone here to vehemently tell me I'm wrong and I should feel bad if i am wrong... what's going to be interesting is how this impacts Small houses in new wards. Because if there is no longer a benefit via relocation to own ANY house... why waste your one bid on a small? We could actually see empty plots again...

This is a weird question. SE refuses or can't fix housing. If does it make it better, yes. Now everyone can try with the same amount of effort, like every other part of the game. Does it reduce your chance of getting a house on a lower engaged server, again yes. If we were dumpster fire before, we are still dumpster fire just not a danger to the surroundings.

How about if SE sells you a plot for US$19.99? Would you buy a 20 dollar plot in an instance version of a ward? SE could even spin in a way they are buying new servers exclusively for the housing and the price is to offset the new server costs! Give me that monkey paw, I need to make a wish!
