i'd argue the biggest reason for this is that incoming damage is so low that free healing from warriors is outstripping healer potential, we have no damage this expac so far that really necessitates long form healing, just small bursts that can be dealt with by a 25 second cd pretty much every single time,
even if they do nerf warriors healing will be a complete snoozefest atm because they're only really required to heal raidwides and the occasional TB, and in most cases neither of those are particularly threatening right now.
When healers have turned to blaming tanks for simply using their free toolkit, instead of appealing to the developers who actually make the game to put some real damage for them to heal, you know they've truly given up hope they'll ever be listened to.
They'll probably nerf tank healing soon enough given all the outcry, then we'll go back into content and realize we're still spamming our one button and healing with just oGCD's and nothing actually changed.
Then tell those healers stop gambling with the lives of the teams and then PLDs, WARs, GNBs wont have to be using their healing skills on party members because they don't want them to die to unavoidable damage. DRK is a special case since they don't have a form of healing skill but they can use TBN on other people and maybe they don't want to do that but probably have to.Please stop healing other people in dungeons. Extremes sure! Savage, lovely! I don’t mind that you can keep yourself healed, that’s to be expected from warriors at this point. But please please let healers heal the group. The only thing we have that keeps us from falling asleep are those lovely DPS who get hit by mechanics.. I get that’s it’s free but look, at least you have your dps rotation to keep you occupied. We healers literally spam one single button. Let us have something else to do. Please, please, please stop healing the party.

It's not unheard of for tanks to outdamage DPS, and you know what people usually say about those DPS.
The problem isn't the tank if the tank is outhealing the healer. Tanks are supposed to be their own survival kits and healers should not exist solely to be pocket healer to a tank. A tank being able to heal other party members is no worse than DPS being able to. While I main healer, there have been plenty of times I was able to save a wipe as PLD because I had Clemency for when the healer died or DC'd. I've got no problems with WAR getting the same flexibility.
The problem is encounter design. There's not enough outgoing damage to the party as a whole for a healer to be needed. I can remember WoW raid bosses where I'd be outhealed by the tank's self-healing and yet I'd still be kept busy healing the rest of the raid because they were taking random damage. Did I care the tank was beating me on HPS? Of course not. It's the way the encounter worked and the raid beating the boss is what mattered.
This is only going to be an issue among top tier players who likewise are more concerned about beating the boss and only when the encounter is poorly designed with respect to healing requirements. Most fights are still going to require a healer. Most tanks wouldn't dream of healing another player when it would lower their precious DPS and most parties are going to end up with plenty of DPS (and tanks) taking avoidable damage.
The sky is not falling for healers. It does mean that SE needs to take a second look at encounter design for duties that are targeting top tier players.

Sorry but if there's no RDM or SMN in the party, I'm not gonna trust you to not get hit by monsters prancing about and then dying right afterwards.
Just because I CAN solo the boss when you all go down, doesn't mean I want to.
