That's less "the bare minimum" and more "the absolute bleeding edge of what graphics technology is currently capable of on extremely high-end machines." Getting loose dangly polygons not to clip through shit is very, very, very, very demanding, and moreso by orders of magnitude when you're dealing with models that can wear a massive variety of outfits and equipment and not a single bespoke immutable model.
