Unless filling materia slots would allow for some manner of decimal increase in item level to the given piece of gear based on the materia's stat value added, this seems at once too likely to be arbitrary and to be easily subverted.

This potentially causing more burdens than it should be
can imagine many pf with "full melded gear required" on normal trial, raid, or alliance.. or even roulette pf..
we already have ilv limit option on pf, and I think that's enough to weed out the no-effort joiner (you still need some effort to get that gear)
and you could add pf description to show that you are recruiting player with full melded gear (your pf, your choice),
and could kick joiner who doesn't comply to your demand (again, your pf, your choice)
If this feature is considered controversial, that means it's needed.

Bard: ok Piety it is!
Not against it as an option for party finder (definitely not duty finder) but I think it should only be available for content at the current level cap, and only up to standard slots.
As a crafter I can meld Materia all day, but those who don't touch crafting have to pay for it.

So? Repairs cost Gil too and that's not an excuse not to do it.
I can only imagine how this community would respond to "Can we get a no broken gear option for party finder?"
"This would be unfair since not everyone has crafters leveled and it costs Gil."
"It's just 2% damage so it only matters for savage."
"Repairing gear is boring and doesn't really seem worth it."
"I'm going to wear lower level / another job's unbroken gear to cheat the entry requirements."
Edit. forgot this one: "Stop being elitist."

This idea sounds good on paper but what about crafted gear? Would the game check only the default slots? Would it require crafted gear to be pentamelded? Is it a good idea to potentially prevent someone from joining a party because they're missing a "massive" 10 det because they didn't fully pentameld one gear slot?
Also I can see this option making some players melding whatever materia to bypass the restriction. Sure the game could check what tier the materia is but someone could just meld sks on caster gear and still bypass it. Okay so maybe the game makes sure a caster isn't using a physical job's materia but that still won't mean they melded correctly for their job. Which means...you would have to check their gear anyway.
seems like a waste especially at the moment when im gonna over meld crafted gear in 2 weeks so better to save than to meld for two EX trials with Job balance all messed up.
