Off world players can indeed cause congestion. I've seen a few off-peak trains, such as midnight, that were advertised CW and ended up with 350+ players and just fell apart.

It increases congestion issues, makes Materia and Experts worthless, takes away the feeling of server community and it's just too good a source of tomes and nuts. I feel it'd be healthier overall to make Hunts local World only.
Cross worlds hunts prevent a tiny group of players controlling the hunts on their world and locking out the rest of the community. We already see that on worlds that run trains on a strict schedule. Those who can't be online at those specific times of day miss out. With cross world, they have the option of joining other available hunts.

Congestion is always going to be a problem during new content releases. It happened before world visit was added in Stormblood. It will continue to happen as long as players have a virtually unlimited source of currencies they can farm with little effort required on their part.

The real problem is hunts are too lucrative. What SE needs to do is change the reward structure. Remove the non-hunt currency rewards altogether or at the very least cap what a player can earn via the hunt each day. If players aren't getting rewards other than seals/nuts, they're a lot less likely to attend.
