In regards to the situation where multiple Worlds are showing as full, I wanted to let you all know that the population data on Lodestone is not shown in real time, and actually updates a few times throughout the day. Worlds that show as being full now, may not be later in the day. That said, we would ask that you please check back periodically to see whether or not the World you wish to transfer to is open.

Maybe your confusing me with someone else, I did not ask for inactives to stay... that is a choice they made. I just want to change servers with my friends, and now some are there and others cannot join them.
I am thinking they are going to open slots slowly, but most of this issue, is marking Ragnarok as EU server.. preventing most from even wanting to go/be there if they aren't within those time slots. This was bad for all of us, now most of use are avoiding that server if we aren't in the EU.
SO, Waking up at 6a.m. to get my server pick, and paying my mule account to active yesterday to end up having to check back throughout the day in hopes of getting into a server I wanted to go to is fair now? In fact all servers were locked, I dont have an LS or friends I want to stay with, and i 100% want to get away from everyone on my server.

They said it's updated throughout the day, but the fact a lot of servers capped out instantly is because of inactive people. Your analogy doesn't exactly work. You forgot that three servers started with OVER 100% capacity off the get go.DUDE STOP TALKING IF YOU DON'T KNOW...
Read my post first, if you don't understand it, i'll give you a nice analogy so you can.
Imagine that you have 10 cups of water, all half full with water. If you want you can pass the water from one to another cup giving you 1 cup full of water, 8 cups with half and 1 empty. If you keep doing that you will have 5 cups full and 5 empty. The amount of water didn't change, you just move it from cups.
Thats what we should have on the server transfer, but for a unknown reason, we have all the "cups" full. Thats why i and at least Kiote think that when they move the "water" from one "cup" to another "cup" they didn't remove the "water" of the first "cup", then creating more water of nowhere.
If you want replace cup with servers and water with people.
When people moved off these particular 3 servers, no new spaces were made (or empty cups). Whats happening besides the lodestone delaying updates is that when people from those 3 servers move off they are slowly (or well it was rather quick wasn't it) filling up the "almost full" servers that were at 9.8 cups of water / 10.
Most spaces that open up in this merger are going to be from people moving to Ragnarok; the rest of the moves just evened out the rest of the servers.
If your LS is split currently, it might be an idea to just choose to go to Ragnarok since its probably going to have open spaces for quite some time.
So the server merger thing seems a bit... messed up. It does seem to me that there are really not enough open spaces on the servers to allow for the effective shuffling of accounts. But! I have faith SE sees this by the load of comments generated in just a few hours. Luckily, there is time to fix the transfer issue. It seems they have successfully populated all the new servers, though ^^;.
PS- Having players check back periodically for openings won't work. This is an MMO and people would like to transfer together. It would be horrible to split friends up. If the goal was just to combine servers they should have left it at that and not offered the transfers. Please expand on the server caps for phase I.
