It's literally always been bannable, but many just didn't believe it. When people gave their horror stories of being banned, others would suggest that they were "exaggerating" or that the ban had to have been for "something else". This is just clarification of the rules that have always been in place. As I said in the other thread, it being clarified is a good thing, but it will now probably encourage others to report more often for these sort of behaviors, since it's now set in stone.
