The art is too low detail to call it.
The head-torso proportion leans in the direction of elezen and roegadyn, but the head itself seems to be wider than either of those, making it look cuter.
Until we get a full model sheet or screenshot, this isn't a confirmation of anything major beyond them having actual hair lmao

The problem isn't the detail or quality of the art, it's that people don't understand what concept art is and how it actually works and think that it means anything.
In Overwatch there is a *very* prevelant narrative that Ashe was meant to be black and that she was '' whitewashed '' because she was black in one of the early concepts.
It's the same with Au'Ra too a lot of people will say that they were '' supposed to be '' beastly/ demonic because they were in some of the concept art.
Devs don't just make one drawing and then call it a day and just because they have one idea doesn't mean that it's the only idea or the one they'll even go with.

It also doesn't mean that what is on the page is even what they're planning not everything needs to be drawn out and some things can be done simply by communicating with the 3D modellers or they'll change it on their own per instructed by the director.
Things change during development, and I also think that is going to be the case here because Female Hrothgar weren't planned but now they are and they're going back to the drawing board.
Like there's so much context that is missing with this too, it's completely pointless to read into it and I also think it's just perpetuating some weird narrative against the devs and what they're doing.

It's not even a confirmation of them having hair, it's not a confirmation of anything at all.

I'd also argue that while that is concept art of the queen, it's not concept art of female Hrothgar. Aymeric is an Elezen but uses a completely different head than a male Elezen. Also, see Fran and playable female Viera.

NPC privilege is that they are distinct from the player characters, and that should be kept in mind.

Juuuust gonna say, I've never been a fan of the "just use <bunny, cat, werewolf> ears to feel like <whatever race>" argument. While most races are built on a standard humanoid form, they do each bring their own distinct feel/personality to the game through their emotes, idle stances, voice options, etc.

I personally like the look of the picture I posted earlier and I don't mind the picture from the book, but then I've also really liked some of the art posted with a more beastly style. I'm sure SE is trying to find the line to walk between ensuring femhroth fits their male counterpart while also designing something that players will want to fantasia to. For better or worse, the more humanoid/'good looking' a female race is, the more popular they will be.

Whether you like my argument or not is irrelevant, as it's the point I'm trying to get across. If you want to play a (female) mostly human race with animal features, you have plenty of options to do so. Male Hrothgar have bestial faces, so the females should as well (the image you posted before of the gender swapped Kimahri is something I'm not too much of a fan of. The face is too human and also no fur, something female Ronso in FFX do have).

I always loved Karmaho's take on female Hrothgar. And I agree that following along the lines of "monstrous male lingerie model female counterparts" would feel like a waste. Considering that there are plenty of typically pretty females to choose from, something that breaks the mould wouldn't be bad.

They don't have to go as far as GW2 did with female Charr (though I absolutely love them), I just want them to be a bit adventurous and add a bestial looking female to match with the bestial looking males they already have. A race shouldn't be made on the basis of how popular they are, they should be made, because the developers want them, and to add a choice of aesthetics to the players.

Im not playing one regardless, but im fine with which ever they make.
now, as a side note, objectively, they are most likely going to just be blue miqote, since thats what "most" people would see in a trailer and say "Oh, i want to play that game".
A smaller percentage of ppl are the ones who would want a more furry design. (and VERY vocal about it, sounding quite larger than the actual results would reflect)
But since we already have blue lizard girls, and miqote, it would be plenty reasonable to have a furry instead, but SE higher ups most likely wont view the information that way.
