Catering to common races for glamour design is a very different thing to pinning an important plot point hint to the relative heights of characters who may not have the desired height difference at all.

Doubly so when there is a very simple practical reason: Emet is a Garlean and is the height of a normal Garlean.

If fact, he's not even a tall Garlean. His character model base is a zero-height Elezen. They're not trying to make him as physically imposing as possible.
