    On a guess, because swapping an event in and out again immediately before bringing Endwalker live would be a logistics and maintenance nightmare on the server side. (Plus, I strongly suspect they're in bugfix-only mode on the Shadowbringers codebase at this point, so any new development -- including new event quest content -- would likely go into the Endwalker branch of the game.)

    If Endwalker launched this summer, on the usual schedule, I imagine they probably would've put the event in the usual spot. Bumping it to after Endwalker's out (and they've had a couple of weeks to make sure the servers aren't, y'know, going to catch fire or turn inside out or anything) and making it the first event of the new expansion makes a lot of sense from a dev-ops perspective.

    THis is the most likely reason. They probably had it worked on in Endwalker branch, and then EW gets delayed so instead of trying to add it to pre-Endwalker and taking time to bug test it there, they choose to do it late.
