Yotsuyu’s whole arc is about how she too, could’ve moved on despite her past, however she instead chose to torment people and torture them constantly. Both of them did horrible things in their past but only one of them was actively working to repent for their sins.
People that buy other people and put them in brothels against their will don't get sympathy points because they decided to become freedom fighters later.

Yotsuyu was completely off the deep end but he was among the few people she would've been absolutely right to hate.
