Some skills are where they are because they're there on other classes, for me - it's muscle memory. Also, things like Flourish, Devilment, aren't on hotkeys because of their long recast times. They're thing's I have to consistently remember to use, not use off of muscle memory or when they randomly proc and I need to be quick about it. TL;DR my skills are where they are because I'm a creature of habit and use a mix of mouse and keyboard to access skills.
What I said though, still stands. If they've run out of keybinds, take things with long recast timers or things that are not utilized in combat (peloton turns off in combat, it's only used out of combat, therefore it's not something you need to grab in a hurry/pinch), and put them on a separate hud bar that doesn't have keybinds attached, that way things that ARE more utilized in combat/necessary as HECK (technical step, in this example) are able to sit more comfortably.
(As a side note, I do have a pretty good reaction time - I played OSU with my mouse for the majority of my teenage years, and still sometimes hop on to refresh my skill)
EDIT: Your hud though, looks clean as heck, and is something I've been striving for for the last few months. Creativity doesn't mean CRAP if you can't use it, and obviously your hud is built for use.
