They are implying negative feedback about general problems you are experiencing in the game, but a lot of people interpret it as "write positive feedback on the forums about the GM encounter you just had".
It is technically feedback though I suppose and it shows how a lot of people are impressed by the support they receive from SE.
I believe they do actually request GM feedback. Isn't that how the RP bans that were mistaken got looked into and reversed? You see GM feedback threads fairly frequently, though people usually don't comment in them.

At least this is in General instead of flooding the Localization forum. That forum now only has two or three relevant posts on its front page. The rest are GM feedback.
I believe they were saying to ignore MPK, who was "the quoted player" in their post.
Error 3102 Club, Order of the 52nd Hour

Gotta be careful with the way you word things these days. It certainly didn't read that way initially.
Amended my post., as reading it again it seems you have the right of it. I read it as them responding to MPK quoting me lol. Oh well. Mistakes happen.

Even those RP posts showed pictures where they mention giving general feedback on the forums and it's implying feedback about issues they are having, not meant as a subtle hint to help them get promoted.
I think the intention is just to get more people to use the forums because obviously most people don't.
