I vivdly recall that they both mentioned that they dont actually really have the ressources to add the two more races the playerbase wanted (Viera and "something more beastlike") and had to made a few compromisses, inclusing only one gender per race aswell as limitations when it comes to adding hairstyles for those new races.
Yes, they said Viera would get new hairstyles eventually - and I know you never got any. However they never said which hairstyles (I think it was pretty clear that you wouldnt get all of them) or when that would happen. Considering that for the last year we've all been dealing with this little thing called a pandemic, I wouldnt be surprised if Viera hairstyles were one of the things that would be even easier to cut than seasonal events.

Bottomline: They said Viera (and Hrothgar) would be limited in certain areas, mainly hairstyles and headgear. We knew this. Seeing threads complaining about it gets quite old after a while...
