I will never understand how some people can get away with behaviour like this but others get a warning for using a word taken out of context.

Then I suggest actually bothering to read the thread you're commenting on. As over a dozen people have clearly stated, he's avoiding bans by making new trial accounts over and over with a VPN to get around IP bans.

As with anything, you need to have evidence or proof. You can make a case for about anything but you ought to have clear proof that this player exists and that they have wrongly conducted themselves this way. If you have such proof, submit it to a GM and if they decide to take no further action, make it a public issue and they will be forced to take a look at it. Often times that will pressure them enough.

I'd also like to add that if this person went under the radar for so long, it might be because the GM's either don't care or are corrupt. SE is very strict about enforcing their ToS most of the time so this is very suspicious behaviour if it went on for so long as it did.

Again, everything you just said has already been addressed. Hell, there are even screenshots posted that aren't even more than a day old, yet.
