The are obligated to their shareholders who want their investment back which only happens if a lot of customers are happy. And I'd bet good Gil the vast majority expects new jobs so..
That doesn't change the realities of game devleopment however. Every new job means more overhead going forward, they can't keep that up indefinitely without bloating the budget of the game over time.
I don't.
2 per expansion has been excessive in my opinion and too ambitious long term. One per expansion would have been plenty, same with the new races. A good company should understand resource management, but Enix has had a history of burning large amounts of their resources on 10 minute throwaway content, extremely niche content or excessive amounts of content in one small area. This has affected them rather negatively in ShB, where they had to cut a dungeon, the deep dungeon, could only half finish their new races, had to condense class quests, had to cut primal weapons for GNB/DNC and so on. They managed their resources poorly and overloaded themselves yet ended up with less meaningful content overall to show for it as a result.
I'd like them to slow down and push out less fluff like a million classes, multiple races at once or 3 sets of primal weapons in one go and focus on quality and completion instead.

We essentially did get one race - one male and one female model. They said they might not be able to add further races which is why they squeezed in two halves instead of one whole, but the work isn't more or less than making both genders of one race.
The only way they'd be able to cut down further would be only giving one gender of one race.
