I think he is referring to abilities to counter one-shot mechanics.I can't take you seriously as i hope this comment is sarcastic. "Don't have abilities that help keep the party alive". What? I guess healers don't heal anymore in general. All healers have esuna and rescue. White Mage has Temperance. Scholar has Adloquium, Succor, Fey Illumination and Sacred Soil. Astrologian has Card Buffs, Aspected Benefic, Aspected Helios, Divination, etc. The skills listed above are DMG Reduction, DMG Buffs**(Astro), shields and you guessed it, healing. Which keep the party.... alive.
Reduced Knockback and increased movement speed? Each job has an immunity skill for knockback and we all have sprint.
I took it more as adding buffs/debuffs to give us more ways to interact with fights beyond just dps/healing, while still keeping it in the realm of a "support" type role.
Which, we used to have till they took them all away for... some reason.
RIP Eye for an Eye, I still miss you today

Yes, those as well, but also things like the aforementioned Eye for an Eye, Stella, Virus, Time Dilation, myriad of AST cards (though I know that's more controversial given how OP Balance was/is).
I'm personally a proponent that if they won't give healers more DPS capabilities, they ought to at least give us more non-healing party utility we or return some of our old ones.
However, I believe Yoshi said they were removing such abilities from the game to prevent classes from becoming too "meta." I can't recall where I heard that, but if so it's unlikely we'll ever get such abilities back unless there's a design philosophy change.

The problem with non healing utility skills is they are totally redundant because there is no better utility and no better mitigation than raw damage.I'm personally a proponent that if they won't give healers more DPS capabilities, they ought to at least give us more non-healing party utility we or return some of our old ones.

Non damage and non healing utility is really only warranted in prolonged encounters that are adjusted to current or near current BiS. That is why about 80% of the healer kit isn't really even needed in anything outside those parameters. Thus, with current encounter design the only viable utility give healers is more ways to cause damage. I don't like that fact, but it is what it is. I want to say that they backed themselves into a corner, but I truly believe the devs are content with the current state of healers and don't feel like that in even the slightest.
