To add, mounts are a poor incentive. Since you earn them once and you're done, they invite players who couldn't care less about the role or how they perform while playing one. You only need to look at your average pug tank. You know how rare it is to see a tank use Arm's Length and Reprisal with large pulls? These role skills are powerful mitigation tools, especially when used together, or one or the other along with a stronger CD. Those who care about tanking and performing well will know about and utilize skills like these, and just become acquainted with their entire toolkit altogether. Those just after the mount will at best just perform their minimum requirement for the duty.

It would be the exact same for healers, which I am willing to wager is the reason why they don't have a role specific mount. They have not stated this, but they also don't need to.
