I can see how people are annoyed that the front page has in effect been taken over at times but personally feel along this lines... I hope in the attempt to control that specific person that we also don't end up getting a bunch of random rules too.I really do fail to see the upside to this idea.
You can respond to someone without needing that person to ever see your response. It still provides benefit to a third party reader. It'll stop segregation of information, and keep discussion linear and chronological.
Just because someone right now is going around bumping old topics, or in the terms here, necroing, a lot doesn't mean it's a bad thing in general.
A lot of old message boards had such asinine rules. "Hey going to lock this topic because you didn't use the search function." and you go to search for what you were asking and you have some locked year old topic with half answered posts. Or the worst contender is when someone has a bespoke problem that you happened to have but the only response was from the original topic creator replying to himself "figured it out" without any actual explanation.
The idea of a public forum is not discussion between two people. It is a public platform (as public as this place can be, needing a game account), to allow others to comment, or simply just silently view. The age of a post should not have any bearing on if it should be replyable or not.

I think allowing people to necro in case there is more to discuss on that topic is fine, however I do feel like the mods should lock a necro thread if it is full of straight up useless/outdated information with no way to steer it towards relevancy.
For example: all the please add Dancer threads should be locked if ever necro'd because they are pointless threads now. (Let's face it over the years there is probably enough of these threads to flood front page and all are useless as Dancer is added already)
He doesn't seem to need the attention, but he does need professional help. When he puts that kind of effort just to pointlessly achieve nothing, that's worrying. Unless... his point is to show how bad the moderating on these forums is.
Except it does have bearing if the information in the post is outdated. MMOs aren't static. They're being updated with new content and system changes. Old posts can contain information that is no longer valid and can confuse new players seeking help if someone bumps them into current discussion.
If it's a very old post still relevant to current discussion, a link or quote should be sufficient compared to bumping the entire thread that might be filled with irrelevant and outdated information.
Bumping something just to say "see, people were complaining about this 4 years ago" isn't constructive.
I agree these forums are going to hell. I spend more time on the FFXIV Reddit at least there the spam is artwork I can enjoy vs dumb troll threads. If the moderators don't take care of it then there needs to be new moderators and rules put in place for obvious troll necros. Many other forums for other games auto-archive and lock threads where the last response was 3 to 6 months old.
People are being driven out of the forums because of this nonsense.
