This is a decent post. For once. You don't need to camp, you get less from just occasional spamming but it still works. It's missing something important if you want to reach the devs though. But more on that later.
It's a little bit of a complex mechanic because you want to reward people who spend more time on the mechanic while not locking out those who have lives. And although the current iteration is outright tedious and not fun, it does fill those requirements.
I originally suggested that as a quickfix. The devs keep everything as is but make the unlocks occur every 20mn on the hour (x:00, x:20, x:40). This highly reduces the amount of spamming you need to do and confines it to very specific periods of no more than 2mn. It also gives people 15ish mn windows where they can do something else. This would also still fill the aforementioned requirements.
As for getting the dev's attention. You're addressing what the issue is in a realistic manner. That is to say, within the scope of their initial design (unlike people asking for instanced housing etc.). And you're demonstrating that it's not good (ie: unhealthy gameplay) but you also need to address why it would be beneficial for SE to make changes at all. Changes need to be budgeted and justified after all.
This is a mechanic where you can't just justify it by saying "it's what we want" since the complaint of "there aren't enough houses for everyone" was the point to start with. So making these complaints is akin to justifying the initial design (contre-intuitive, I know)
