How can an AAA title like FF 14 lack voice acting in 90% of the quests?

Ultimately that isn't a lot of money to waste.

it is when its adds up every time you buy an account to troll. Look you can defend him if you want but Im going to continue thinking its super dumb.

They should just decide on one language and add subtitles for the other languages. I have the game in japanese and it feels very true to what the cutscenes, compared to the other languages; so I'd suggest going with that one.

I'd be happy if it was just jp voices with subtitles myself /shrug but with mulitple languages pretty sure it adds up quickly

It's probably because one big reason, you would have to pay EVERY VC for each language.
Think about it, you would to pay the Japanese, English, German,French, Chinese and Korean Voice Actors. (The last two actually not sure if they have to listen in japanese and only read in their language.)

If SE were to have every line voices, they would have to hire subpar voice actors just to voice every NPC you'll talk to or see like once or would have to pay the current VA WAY more due to the sheer amount of lines.

Yeah this too.
And keep in mind, they have to pump out a patch every 3.5 months.
So imagine having all your voice actors having to read a big ol' movie script every 2 months or even sooner.

This is an old style game (not defending it), even FFX has more voice-overs than this game and that is something they should have learnt from it, I could give up some bland content to make time for more voice acting, dialogs are really boring without voices, it's 2020 and still not many voice-overs.
