    Having both genders for the two races will probably give some more issues to the two races. There's working out the hairstyles for both, which are already locked with facial attributes, and people complain about those enough. This would just double that making them have to work on hair styles for the opposite gender and facial features that would be locked as well.

    That's an issue with hrothgar only. Removing the hair from the face is a much larger endeavor than making earholes for hats on Viera.
    Honestly, I don't see the female Viera/male hrothgar hair issues as something that directly affects the inclusion of the missing genders. The hats/helmets already exist, it's more of a operations-based solution where they can say "Viera/Hrothgar will get new hats/helmets starting in 6.0, but not old ones." I just personally don't see the hats/helmet situation preventing a big selling feature like the missing genders.
