That zone is the only "hell on earth" location. The spewing fire could also be the raining fire balls players see in their first echo. Where a voice is saying hear feel think or something ti that effect.

My opinion is we are getting a Cataclysm. They already said that they are redesigning the zones so maybe they are going to tie the zone redesign in with the danger and threat that is incoming to Eorzea. Some huge event that will reshape the land as we know it and alter everything we know so far, who knows what they will come up with.
I also think that we are going to have some type of event that changes the world. I wonder if it happens before the PS3 version release, and I wonder how it will be handled for them if this is the case. The transition from peaceful to a catastrophe is significant, and should be played by all players.

This means to me at least:
"Not until the sun sets can the water reflect the moons' light."
This could refer to the autumnal equinox (since the original sentence kind of gives a sense of balance between night and day) which coincidentally is one year from the CE launch.
"Heavens spew crimson flame,"
This probably ties in with the vision of fire falling from the sky seen in a few cut-scenes.
"hells seep black dooms."
Probably refers to some kind of monsters or whatever, tying in to some kind of end-game situation.
"Stray seeds quicken in ash's grey embrace."
To be honest I think this might have to do with the Level Cap being raised from 50-55(or 60).
"Valiant blades forged under the Twelve's good grace."
Leads me to believe that some kind of AF weapon or what-not will be introduced as part of the end-game.
Of course this is all just speculation.
Here's how I interpret this:

At the end of the day, things are going to change
(read: we've a new year and a new challenge ahead)
Heavens spew crimson flame, hells seep black dooms.
Fire will rain from the sky destroying all you thought you knew, and new hellish enemies will appear.
(read: we'll be making drastic changes to the game and adding more NM's)
Stray seeds quicken in ash's grey embrace.
Amongst the debris, there will be new growth. Things will be changing quickly.
(read: we'll be rebuilding peoples hopes and dreams for the game)
Valiant blades forged under the Twelve's good grace.
We'll fight through the difficult time together with the gods on our side.
(read: we'll all get through this rough patch together. We just need to believe in the game.)
