The penalties are fine the way they are in my opinion. SE isn't about to change them. Personally I think they need to add leave penalties to Ocean fishing so people can't just go right back and queue for another boat.

They actually designed it that way intentionally. It was mentioned in a live letter I think, something a casual didn't need to commit to if they didn't want to.
Or in the other hand, something a hardcore fisher could leave and requeue if the current one isn't in their favour. I don't think they mentioned this bit lol.

They even programmed it with a but of future-proofing. The less people on a boat the more likely a spectral fish will spawn spectral currents.
