One of the reasons, but I'm pretty sure that CT being the lowest raid tier combined with the juicy xp rewards, and the braindead boring rotation of many jobs that low level have something to do with it too.
Ilvl manipulation is one reason, but pinning it completely on the strippers without data is disingenuous.
By extension though, I don't think locking the relic behind the raids will help at all in the long run.
Most likely nothing to do with the relic quest itself, it just triggered people who wanted some combat content / grind and expected to get it from the relic.

There was no reason for any player who started the game with Shadowbringers to do them.
In Stormblood i got gear and token to improve gear that was relevant for doing them.
I made this character mid Stormblood and I have unlocked CT raids for xp and the Ivalice raids because what I stated above but nothing from HW because I have no reason to do so.
Funny thing when I was leveling my warrior in stormblood who could only do CT raids I had to wait hours sometimes to get into the roulette but people were manipulating their ilvl no doubts.

I liked the story a ton. I can see being upset about the ease of getting the relics themselves, but complaining about being invested in a plot that has been simmering for ten years in the background is pretty whiny.
Come at me bro.
The current complainers would probably be happier, but others would complain about the grind then.
I still think though, that having things to do and complain about them, is better than complaining about a lack of things to do (in an MMO).

Imho, they should have done what they did for the DOL/DOH relics and implement the first augmentation stage along with the introductory stage.
That way, after a while, they could up the item level to 490, so that it doesn't feel so outdated if you have a tome weapon.
Still, there is no pleasing people or winning in this kind of scenario.
If they make it a FATE grind-> people bitch
If they make it a tome grind-> people bitch
If they make another Eureka -> people would grab molotovs and pitchforks and raid their HQ


I enjoyed this relic step. Theres a story, dungeon and a extreme fight. It was much more fluid and not so burdensome.
The past relics it was just go kill 1000 of this or that while grinding 10000 fates. I hate those so much. That’s what Eureka was about. It was the worst.
