It 100% would take dev resources and the game would have to check when rendering other players what gear to show on them which could affect performance in high population areas, a check it has to do even if you don't enable the option. While I am against the idea of players getting to 'mute' the glams other people choose this is the primary reason I'm against this implementation. The deves have more productive things to be spending their time on than shielding over sensitive players from men in dresses or people in frog suits etc.

The difference between modding and what's requested is dev endorsement realistically. It's also really not a "perhaps require resources" it would require resources when people complain about content droughts.
If people mod the game that's completely separate from any decisions from the devs and doesn't really involve any time from them. The stance on mods from the devs though really goes counter to most of your post as the software package actually belongs to SE and they have ToS rules on what you're allowed to do with it that you agreed to when purchasing/subbing.

If I'm not mistaken any visuals are handled entirely by your computer. The only checks it has to do with the server is character/monster/spell position.

The client displays what the server tells it to, this would include the gear everyone around you is wearing and the glamours applied to them otherwise, how would your client even know.

Even if the block is on the client-side that still means the client has an additional processing step for everyone it renders to determine if it should render what the server is telling it to or not.

Precisely.
What you call bigots could very well be people with different sensibilities and they have rights to their own thoughts and tastes. Unless your plan is to purge every online spaces from people that are different, it would be much easier and better to foster tolerance via clientside tools.
For instance, instead of getting into a shouting match with your neighbour everytime you log on, there's the option to blacklist people. Blacklisting allows both parties to exist despite the often unreconcilliable personalities and prevents the blacklister from being further offended or harassed.
This is the objectively best option since it allows that the maximum amount of people can enjoy the game.
The same can go for glamours.

I'm more boggled by the implication that someone who objects to someone else's appearance can only restrain themself from commenting on it by removing it from their sight - which gives them exactly what they want, at the expense of what the other person might want.

That's not tolerance.
