1900 damage when you're taking hits from 2-3 mobs every 2 seconds and you have 18000 health is not exactly what I'd call "inconsequential".The way I eventually figured out how to deal with hands was simply to stand right behind one of them so that I was able to hit both of them and the boss with Glower. You don't have to kite them, their autos deal inconsequential damage so it's safe to just take it to the face and line up your Glower.
The boss still needs to be interrupted but that's the easy part. Just have it focus-targeted or watch its castbar on the aggro list. In fact, I think if you line it up correctly, you can probably have the boss selected the whole time.
Also if you're having MP issues due to healing, try Mimicry: Healer and Pom Cure instead of White Wind.
So nuh it doesn't have to be nerfed, the difficulty is perfect. It was a fun fight to prog and it felt satisfying to finally get right.
Something that doesn't feel like it was designed by the jackhole who made Silver Surfer for the NES.

adds in that fight dies instantly if you use the right spell, if not, it's your fault you're doing the fight wrong, it's not difficulty
Its not that bad ... did it on my gfs char while visiting this week in 260 and it went just fine, reflux and thunderstrike will get left hand low or killed an additional reflux solves it for sure. Reflux the other hand which will cause heavy ... then you got 10 sec till fluid swing which may or may not be enough to kill right ... but sardine is instant just swap once then after fluid you got another 10 till diamondback which will be plenty to kill right.
Keep a cool head and thats it really. Alternative is spam every primal move on right after you took out left ... thrn you will be ready for fluid np.

And, as other people have said, if you're super super afraid of damage, you can just dump all your primal spells on the hands. Shock Strike alone does enough to almost kill one.

Harder, but not undoable. I finished the fight with dps stance and no primal spells at all. Just white wind and mana management - pretty much used lucid on cooldown once I was well enough into the fight to need to be healing myself. Had plenty to cast diamondback for the second big splash, and only a few more hits were needed after that for the boss to die.
The fight isn't a walk in the park to be sure, but it can be done. Definitely not hard enough to really need a nerf, I don't think - though I will say I'm not too much a fan of our res being locked behind it, even so. I'd probably not have bothered if it wasn't.
@OP, if one way of doing it isn't working, maybe try something different. Different stance, different hotbar layout, different UI setup... whatever works for you.

yes, I did all new arenas with dps stance too and they were so hard that most players who you meet using duty finder simply cannot clear them and that is fine too, not all content is for everybody.Harder, but not undoable. If the content is not for everyone, then they shouldn't gate necessity spells behind it. I have no problem with regular BLU parties and Blue Mage has always been one of my favorite jobs in FF.

you don't need revive for anything and if you can't clear the story mode you have no business doing savage fights with bluemages.
