It was myself and three other people talking, emoting and using abilities at each other in a public area over the course of about an hour, so yes the chat was taken up during a period of otherwise complete silence early in the afternoon aside from the occasional gil-selling bot- which I don't think anyone can reasonably say is an abuse of chat.
