No it is not. Timegating may feel annoying at times, but its a staple of every MMO out there.
Maybe run a few more times than 5?
You missed it then that's your problem
If you're running it for the glam then just know down the road it's going to be a free for all with no restrictions. So don't worry about not getting it now for that reason.
If you're running it for the actual gear then you should just get the deepshadow gear since that can be augmented anyway.
I’m not short of any amount of complaints about this game usually, but I disagree that this is a game problem. Sounds more like you’re trying to shift blame here—either from yourself for waiting too late to get a weekly drop or simply from RNG just being RNG.This one drop a week stuff is pointless and aggravating. After several runs trying to get my healer gloves, which they never dropped, I decided to go in as tank on a last minute run. Of course I get my tank drop 1 MINUTE AFTER THE SERVER RESETS!!!
And to add insult to injury, 9S dropped a second tank drop and the healer gloves I chased all last week. Long story short I got no drop last week and screwed out drops I needed this week because the loot rules are pointless and stupid.
Let me get my flame shield up for all the people who will try to tell me I'm wrong because I dared to question Squeenix.
If you were going to settle for a drop for the week, perhaps don’t decide that at literally the last minute. That’s not SE’s or the developer’s fault: that was a conscious decision you made. I’ll blame the developers for things, but fairly: I’m not going to blame them because you (or anyone else, really) waited until reset was about to happen to get a weekly drop.

Is that so? Why would I keep playing this game if I could just farm my BiS gear on all classes in a week tops (assuming my static is equally motivated to spam E1S-E4S all day)? [You may replace "BiS gear" with basically anything in this example.] The whole concept of these games revolves around long-term players and a steady road to work through in order to get whatever you want. If you don't like that, the MMO genre might not be the optimal place for you.
Additionally - FFXIV is one of the least timegated and player friendly games in terms of basically anything. Didn't get your savage drop? Worry not, friend, you can buy that in X weeks via guaranteed tokens. On the other hand, I know games that give you 1 item per 6 players per week and said item is completely randomized from 16 possible gear slots and 13 different sets for classes. Good luck getting anything done there gear wise.
There is a business practice to be had with the genre. If you don't want it, play another genre or a single player game until the time lock is up. You only burn yourself out and get angry and start complaining more and more when you stew in those hot juices and blame everyone but yourself for something you chose to endure.
I didn't like waiting a week to see more of a custom delivery quest line, sucks but best be sure I found something else to do. Amazing how much something in the moment becomes a distant irritation when you chose to do something about it.
What would you propose instead then?
Keep in mind it needs to meet the following conditions:
1) People need an incentive to run the content more than once or twice in general.
2) People need an incentive to run this content for a couple of months - for two reasons: First a buisness one (you want to keep people subbed) and second a gameplay one (you want to make sure that even those who would miss the initial rush are still able to get loot and clears a few weeks later)
3) The loot cant kill all other means of getting gear, mainly: It cant kill the crafting route by providing unlimited gear of the same ilvl (even though the 460 gear isnt directly crafted, it still requires crafting gear as a starting point, so I'm considering the highste crafted gear as being of the same ilvl as the 24-man-raid-gear)
4) You want to make sure that people who actually play certain jobs have a better chance of gearing those jobs (aswell as giving people an incentive to play certain jobs, for example tank and healer)
5) You want to prevent burn-out.
6) You want to make it transparent and planable for your playerbase, with as little RNG as possible.
...so... how do you do that? A simple token-system that can be exchanged for any gear of your choice wont meet points 1, 2 and 4. Making the loot unlimited doesnt work with 1, 2, 3 and 5 in mind.
So... what better system is there that makes people stay subbed, go back to do that content, doesnt kill the market and makes sure that not everyone queues as a dps?
This is why I hate official game forums. Any legitimate complaints are automatically drowned out by warbling fanboy white knighting.
