Not with the return to ivalice set of dungeons. They where added like a bit later like things going in to mentor roulette.

...How are they being penalized when they can just teleport in whenever they feel like participating?Yes they did. Its other players that run in as fast as they can using things like sprint, Peloton and En Avant. Then pull asap. What if a player stops for a second to look at the loot? How about a cs in the story. Most of the cs people pull on are short like my Royal City example. Why should a person a penalized for being a tad slow? Plus in many of the dungeons prime people stopped for players. Why not now?

I at least agree with the idea of the enemies not being able to be aggroed or damaged at all if party or alliance members are in a cutscene. I don't see the harm in that.

Actually, the most recently added 24-man is not put into the roulette, as was the case with the Ivalice raids. It was only when then next raid was introduced that the prior one was put into the roulette. I do not know if the Nier raids will follow that same system, but just clarifying you on that one point.

I find it's a mindset that people have is the major problem here. A dps will pull and then get mad a tank does not get Argo asap. they think pulling asap is ok as players will pop in late. The idea is to clear the dungeon asap for the clear. Heck with the content. Many people don't even know how to do 50%+ of the boss fights in the level 50 dungeons any more. Why I think this whole system of leveling with roulettes is broken myself.

Unless you are just saying cutscenes shouldn't be skippable, I'm not sure what solution you are looking for

This is label to keep people out of content with lengthily cut scenes unless the EXP gains are noticeably increased to compensate. I get it. You may be new to LotA or whatever and want to watch the story. For those of us playing the game for years, we want to get it over with. You still have the option to watch the cut scenes but also want to force upwards of 23 other people to wait so you don't miss less the very beginning of a fight? Yeah, no.
"Stand in the ashes of a trillion dead souls and ask the ghosts if honor matters."
"The silence is your answer."

I think the fact they do ANY cut scenes in group instance is ridiculous. Really there should be none and problem solved, let's leave the storytelling to the before and after bits, I'm here for the rekking now. I've played since 2.0 launch and indeed it was my first MMO and still the only one I play, but I was and still am shocked they have cinematics during group content!
Don't touch me there

Oooh, another thought, despite my newfound disgust for Blizzard regarding certain, sensitive...liberty issues (no idea what the forum rules are about this so treading lightly) I think a system like D3 where dialogue plays (or text) while you are doing the rekking could be a good compromise. Granted it's hard to hear but it's...something?

The vast majority of players have been through these dungeon/raids hundreds of times and just want to get in and out for their roulette reward. The faster the better. If you want to watch cutscenes and have everyone wait to pull, then it's on you to find a group in PF who will accommodate this, as you would be considered the minority.
Th only thing SE could do to make people wait is to forcibly lock players from entering combat until everyone has watched the cutscene. Might as well make all cutscenes unskippable at that point...and if they make all roulettes have unskippable cutscenes, most people won't queue for them. This would be especially bad for 24 mans as you need so many people as it is.
