Sorry, gonna have to stop you there with a very simple, this is FFXIV. Not other mmos, nor SWTOR or ESO. There is obviously logic shared between by being of the same genre, but if I walk into a hub and see 80% of players with an RP tag on, I think it's fair to assume I shouldn't hang around if I don't want to see RP in my chat log. It's also fair to go in and not be aware of Balmung or Mateus. Mateus didn't start as an RP centric world after all. But there's Limsa and Gridania with all the nice city-state functions and bonuses. No one should get upset because someone is doing something they don't like in a specific location where there's options.
It's a 2 way street here and the traffic is in favor of RP.
I did say this; 'people think the same, but hey, at least people should expect this on Balmung' - it's expected on these servers. People who join them know they're getting into and I'm pretty sure they have their chat settings edited to be quite comfy with it. I still don't see how it's inconsiderate of me for not liking people using say to write large pieces of RP, and not the more common one/two-liner. I also said that I adjusted my chat accordingly so I don't have to see this and that I don't go after people. I was simply stating that I find it irritating, and others possibly do as well and thus they use this to target people.Sorry, gonna have to stop you there with a very simple, this is FFXIV. Note, you can also see that I didn't tell people to stop doing it. I just asked why weren't they using party/LS for it- that was it. You gave me an answer, that's good enough for me. Smh
And of course, this is going off-topic from the whole issue OP put forward because I don't like the use of say being used to host consistent paragraphs. So I'm going to leave it here, feel free to respond - etc. I however probably won't respond back.

Is it "Abuse of the ToS" though if they aren't actually breaking it? Honestly, I have never seen more than one person bug other players who are RPing or running around, or whatever, let alone 8 at the same time. I feel like there is more to this than we are being told or you were dealing with children.
Also, use the chat filter.
I had 2 <Wanderer>'s stand atop a table I was at in joke costumes and dance. The lala of the pair spamming their own emotes for voice clips. Some people come in groups just to see the spectacle and get a chuckle. They ran off to spam at other people when neither my friend or I targeted them for like 15 minutes but sometimes you gotta see it to believe it.Is it "Abuse of the ToS" though if they aren't actually breaking it? Finding active RPs and hating on them is like finding actors training in a park and hating on them. People like acting we should leave them alone.
I read what other people have said, so I'm going to post my opinion on it.
I've RPed in FF14 among along with other MMOs. There are a few things agianst us RPers mainly having no dedicated RP server by SE. This means the community designated a server where RPers will congregate, not SE. Of course, this will have many "trolls" say "Well, this server isn't a dedicated RP server so we can do what we want" mentality.
This is how I dealt with it.
1) Do your RPing where you like, but always make sure you are minding what you do as well. This isn't a one way street. Don't spam emotes. Don't block doorways and avenues of transit. Be mindful of those around you.
2) Know when someone is actually "trolling" you. People can come up and be curious with your RPing. I've had "non-RPers" wander up and ask questions in /say, or try to join in on the RPing. Let them do so. Answer their questions. Don't shun them or tell them off nastily. There, of course, are exceptions. In your example, I would see that those who came to you were looking to "troll" you. In that situation, I would have taken my RP to tells or moved to a different location. If, and only if, those same group of players followed me and those who RPed with me to the new location is when I would report as griefing.
3) Always have a backup plan. Though you have the choice of RPing in a private house or room, don't feel you have to do so. Come up with a few places to RP in and know there might be times where you might have to move.
Overall, have fun and don't stop RPing. Just be mindful!

Both sides in this argument are annoying. The people spamming emotes and dancing are breaking rules for spamming emotes, ect and generally being a nuisance. Then the side (e)rping in public makes me want to vomit. Its also super cringe and annoying when people do excessive pda's in public spaces in game. This is a game not a dating app.
OP very likely wasn't ERPing in public because that's literally breaking ToS with overly sexual and often offensive language. You also honestly sound like you don't know how RP works. Do did you also vomit when Runar picked up Y'shtola in joy? Fictional characters are allowed to be written to have feelings. And that's what people are doing. On a world like Sarg that I played on for like a year, I highly doubt what you see there is comparable to Balmung. Both sides in this argument are annoying. Edit to add: Yoshi P has expressed joy in interviews when players meet him and tell him how they found their SO through XIV and have children. You are in absolutely no right to dictate how people use the social aspect of XIV. It's not a dating app, obviously. But there's a chat function and an RP tag, the people using it in front of you are well within reason to enjoy the game beyond whatever it is you do on a daily.
You can go to private quarters if you don't wanna see RP on the world known for having massive RP.
You can go to private quarters in game housing if people are annoying you.
