    So, does this quote imply that after 13 years, they grow discernible and simply stop aging? Or does it mean that when a Viera becomes the equivalent of a human 13 year old (which would mean many more years have passed in actuality) they grow discernible?

    TLDR; do they turn 13 and stop aging or do they just age really slowly?

    It's poorly worded but what it means is that, generally speaking, Viera begin puberty at around 13 years old. As in real life, puberty lasts several years. It's not getting Thanos Snap'd from precocious genderless child to Vieran supermodels.

    That generally speaking is important, as not every person will begin puberty at the exact same time—for us real life, flesh and blood humans, it typically starts as early as Age 8, and as late as Age 15. It then lasts for about 2-5 years. But until we start running into Viera children with listed ages, we'll probably never know for sure.
