Monks do wear robes, it makes more sense than way they get gear that's armored like dragoons.Actually, the scouting gear was always the palette swap of striking.. Ninjas used monk gear for their first couple of sets.
The aiming set in this tier is the one that looks like it should have been the striking gear.
And why not? Because a monk fighting in what looks like their mom's table linen looks ridiculous and not at all in line with the aesthetic of the job.
I hoped to not see some dresses for shadowbringers but it's even worse.....why SE? It's ugly on male characters....everyone in SE who play their game has created a female character?
More variety please.

Sets have been getting shuffled around for ages. Maybe not Striking (my least-played classes so I pay less attention) but certainly the mages. Aiming shares with Casting and Healer with Ninja sometimes. The Lv68 sets give healers and tanks the same leather coat, Bonewicca has Casting/Striking and Aiming/Fending, and the majority of vendor gear this expansion has been recycling old gear models to new classes. Healing/Striking is "your turn" to share, not an anomaly.
As for the dress itself, I think it sits a bit oddly and is a bit bulky at the front, which is a pity because otherwise it's a pretty and unique design. I wouldn't use it as fighting gear, but maybe just wear to look nice.
I don't get the outrage over every new set of gear though. 90% of the time I'll glamour straight over it with my usual outfit, the other 10% I'll think "ooh, I like this one" and wear it. There are always other options, and glamour plates are free to use.
And despite all that skin model swaps, glamour is still role restricted. Pretty pointless these days.
Well, the palette swaps seem to be intended as a way around the glamour restrictions.
I continue to suspect that the glamour restrictions are not simply about refusing to unlock generic sets, but that they can't do it without (at a system level due to spaghetti code) the relic gear also becoming freely glamourable onto other jobs. To keep those 'protected', everything else has to stay locked down as a side-effect.
I actually like Healer set... the cloth looks so gentle and light, I want to touch it and definetely will use it for glamour.
Though I was suprised that this time they share model with Monks and Samurais instead of caster, but I think it's okay. Casters and Healers finally have something different to each other.

The healer/striking gear looks indeed like garbage and they should finally stop designing maternity gear....
and while at it, it reminds me of the alchemist AF gear in stormblood, which had a similar problem. Can they please just stop with such designs?

It's definitely sometimes aiming, Ivalician set and True Linen Jackets for example.
Essentially we have 7 sets of gear and they typically do 4 designs. Heavy, medium, light and magic user.
Fending, Heavy, often shared with Maiming.
Striking, Medium, often shared with Maiming or Scouting.
Aiming, Light, often shared with Scouting.
Casting, Magic user, often shared with Healing.
