If things don’t change the numbers, and you have to stay in Fists of Wind for GL4 then it will be the highest DPS since every stack of GL adds 10% damage currently while Fists of Fire adds 6%

So you’ll be attacking both faster and harder in Fists of Wind.

This is complete speculation, but the GL4 stack may only increase speed and not attack, which would make GL4 better for prolonged dmg but Fists of Fire good for big burst damage from RoF.
