Because they don't have the money/resources, nor the time to do this. Ready the letter Yoshi-P wrote where he explains why female Hrothgar and male Viera aren't playable.

Also I personally like how the Hrothgar look right now, so to have that taken away would only annoy me (and many others who also like how they look currently. See how I can use the "many people" argument as well?).

Hrothgar are pretty much everything that Roe should have been, they are more like the original Galka from xi as much as they are like the ronso. I just hope they legitimately roar.

im pretty sure it would be better if the hrothgar have the same body type as ronso being bulky and tall but not as bulky as Roegadyn, hrothgar are new race and should have their own body type, am i really the only one who thinks that's better then another ripoff Roegadyn race? ronso are giants i know but they have a really suitable body for hrothgar comapred to Roegadyn race
