If SE put out a blatantly bad design I’d question why they’re shouting themselves in the foot. However, we have an idea how they would look based on dev comments and also the earlier concept art, which is consistent with those comments.
I’m sure many people would be happy if they reworked elezen proportions but I don’t see how it’d constitute much less work than adding male Viera at that point. They also don’t seem to want to go down that route because they think it’d potentially upset existing players of the race. Not a hugely compelling reason IMO, but that’s their stance.
I do consider it to be a good idea to do it, as it’d potentially improve the quality of the model... who knows, maybe If they undertake broader graphics improvements it could happen.
Personally I’d like for them to be closer to Au Ra, as I like their aesthetic but would enjoy a version without the horns and scales too.

No argument about the creepy ballface bunnychildren. But did they say they would be like that? Or wasn't that Yoshi saying that's what he envisioned?

Yeah, the thing about concept art is that it's not nearly as structured as people would think. It's legit "take this idea all kinds of different directions and we'll see what we like and how we need to narrow it down".
The art we have seen is just a drop in a bucket of what they did. Hell, in the past art we've seen there's concepts of the viera looking like animal faced beast people, your picture, a version where their ears are on the sides of their head and so on and so on. This stage is very important and takes a good deal of time as it decides so much of what the race brings to the game. Animation is another factor in it, being that they have to give the race life and an identity yet allow for others to express them in different ways.
The quote is "There was fear about how we would approach that. Perhaps an elezen body with a miqo’te face and bunny ears. Would this be the right way to add this race to the game?"
In another interview he said "We thought: “Why add more handsome races… even if we do, the biggest difference will be the ears…”. So seems like he thinks they would just be Elezen with bunny ears.

Most people I know want them to look something like this:
Tall, classically handsome and with a muscle slider.
The people who were pushing for them to be very small and child-like are very much a vocal minority. Some of their requests were incredibly creepy, too!
(On that note, now that Yoshi-P has confirmed that child-like Viera will not be added, hopefully the OP is updated to remove the child-like Viera art as it's irrelevant.)
I just read the letter and found something veeery interesting. YoshiP said specifically 'bear with US's which means, please have patience. I hope this means that they are planning on giving a full awnser (yes or no) or that maybe they are doing this as a way to tell us to have patience and we might hear more from them

If they ever implement them you I'd bet this will be revisited and rehashed.
