FF7 got scrapped and (not sure what's going on now) so did a lot of what FFXV was originally going to be with Versus. XV honestly was never completed given Episode Lunafreya, Aranea and ironically Noctis being axed. So the development time is skewered.
Starting a whole new MMO from the ground up makes designing expansions to an existing one look like a flash in the pan. Especially if SE decides to build a custom engine for it like they did on some of the previous single player FF titles. That's not to say there isn't considerable time and work committed to the expansions but in the case of an expansion most of the groundwork is already laid out for them.
As for a Star Ocean MMO. I could get into that but I could also see that as a potentially huge undertaking as well as fans might not be satisfied with it unless we could travel to multiple worlds and had access to all playable races from the entire game series.
They did make an MMO Front Mission game back in the PS2 days but it never released outside of Japan to my knowledge.
There was also Dragon Quest X which I was hoping for a release outside Japan as well.

What makes you think they aren't?

If they make a new one, I'm guessing it has already been in early development and will release in 5-7 years and be built around VR with non VR support.
That or they will eventually add VR support to FFXIV.
Why would SE make a new MMORPG if the current one is running good and brings a lot of money that can be invested in other things? Just because some people want things that the dev's can't or won't implement, which are btw almost exclusivly cosmetic things. Not gonna happen because its way to risky especially now where this genre is not what it was almost 10 years ago.

There was that survey awhile back where one of the questions seemed to be to poll interest in a new mmo. I imagine they at least have something on the drawing board and hopefully if/when it works its way toward production, they keep in mind what has worked and what has held them back.

Money would be a good reason.

I think we are warping reality a bit to get this narrative. The last expansion didn't have butt sliders or a new healer either and it had fewer new races than Shadowbringers does (it added none), so those can't be used as reasons for ShBr being the thinnest expansion yet. We haven't played ShBr yet but it probably has about the same amount of content that xpacs usually do, given they aren't running out of money and cutting jobs at S-E.
Things could always be better and I would love to see a next-gen FF MMO and a fresh start, but the framework of XIV isn't so bad that it can't provide another good decade of content. Some older mmos with much greater limitations are still doing ok.
Lack of headgear display on the new races isn't actually a tech limitation problem, it's just an incredible time sink to check and adapt thousands of existing pieces of equipment to a new unique head/face shape. They decided having unique heads was more important than displaying the gear, but over time they will go back and reshape and enable some of that popular gear so that it can he displayed.
FFXI did come out in 2002, and FFXIV 2010.
The original XIV was a hot mess, but the fact is that it officially released then, even if ARR and onward is basically a new MMO from it.
That's eight years, and even if you only count up from ARR it's been six years.
Who knows what they got planned.
The story can't go on forever, and it definitely feels like it's starting to reach for a climax, even if not in ShB.
