Neither, its a simple statement. They announced/teased Viera during the fanfest and Yoshi specifically stated this will be the last race added.
I'm confused by your question or rather how your going about coming to your conclusions?
During the live stream, Yoshi-P stated that the new race would likely be the last race. We know that Viera is the new race based off his T-shirt.
Folks should realize that it's not a simple task to make a new race, they have to go back and make sure every piece of gear fits properly on the new race. That's not an easy feat given how many items are in the game. I hate to be the bearer of bad news, but you're likely beating a dead horse hoping they'll make moogles a playable race.
That said, maybe he can make them playable for a specific content, like they did with Y'shtola recently...
I think its probably best to let go of moogles becoming a playable race otherwise though.

Technically, Ivalice-based moogles are very bunny like creatures.
Can you imagine if we get them instead of Viera?

I wanted to write a really long text. How disappointed I am about Square Enix that they do not dare or just do not have the enthusiasm to introduce a nonhuman race. That Viera are just a distasteful fan service whose charm you can already get ingame in other ways and are not worth the development effort. That Corues contribution sounds quite feasible to implement Ivalice Mogrys. Especially now that Square wants to customize how helmets work just because of the implementation of the Viera.
I think that letting out my frustration in this thread would be kinda ... unfair? Nevertheless, I do it anyway.
The side note that the Viera will probably be the last new race has hit me really hard ...
Everything the Ivalice Moogles probably lacked is a huge bosom, permissive clothes and a bunch of thirsty nerds screaming for their desired (sexy) race at every fanfest.
Corues ideas and work are (in my opinion) still good and still feasible. Its inspiring. This thread will always give me the hope that Ivalice Moogles are a possibility for the future. And I hope that after the Viera hype subsides, people will find this thread to give it the deserved attention. And then, hopefully Square will also notice that there are more than enough people who want something more fantasy-like instead of more lewd animal girls.
Everything that could better this trend on more and more fan service is already there. Square Enix just have to reach out for it and work on it.

I always preferred the FF12 moogles to the regular ones. I think if not a playable race they could add them as a beast tribe at least by saying the Aether in the area they are in cause them to develop to look how they do.
