It is a level 50 weaver craft / item level 55 item. You can buy it on the marketboard. There are also a few others, in the level 40-50 range, but all these hats are mage-only. There is another one for BRD and MCH for level 51 / item level 115, also a weaver craft, but that one doesn't have the bells.

I had a little.. hiccup where i almost... well i say almost, i actually turned back into a miqo'te but instantly regretted the choice and returned back! (It's a sign i must really love lalafell!)
