Sadly with regard to challenge log, the TNL at level 33 jumps way up but the log doesn't really jump up to match, so it's proportionally worth less. Still worth doing, but don't expect 2-2.5 levels a week from it at that point anymore.

It's hard when you are very low level in Anemos. That is actually the case with Pagos and Pyros as well. it gets a lot better as you level. There are still new players entering the zone and I would suggest trying to join with them at or near your level until you get your first Protean Crystal by chaining mobs. You won't get those if you have high levels in your group until you hit level 15 if you just do NM's from the start. The Protean Crystal allows you to unlock Gerolt and other NPC's.Long story short:
I made a new character on an EU server and recently unlocked Eureka Anemos, but when I looked around, everyone I saw was at least level 15 and me trying to look for a group at level 1-2 for about an hour yielded no results.
Being a year behind when it comes to Eureka, how am I supposed to deal with this? Is there some trick to catching up or should I just give up on Eureka entirely?
Once you get your Protean Crystals just follow the train and do NM's. You'll need quite a few crystals from them that are only dropped by the NM's so leveling alone won't get you those if you don't focus those as well. Anemos is relatively easy when it comes to getting multiple weapons. Pagos on the other hand is a lot more work and getting one or two weapons requires effort.
Challenge log is important early on cause it helps you level quickly given they did buff experience for log quite a bit. Relative to Pagos I would at the very least finish a complete challenge log at 20 (in Anemos due to level syncing so easier to get a group) which will get you to 23 and allow you to do the first two quests and attune to the 21 Aether. I wouldn't enter Pagos any later than level 25 because it's when you get your "kettle" and can start collecting light. Light in my opinion is the most work and takes time. Helps if you have friends who can get you started by giving you rides and raising you when needed given you aggro just about everything at low level.

Don't forget exp chains are only viable in Pagos if your trying to farm light. If you are not using the level sync at that bunny fate during snow weather. Then you'll need to be at lv 35 to make chaining mobs a consistent thing. Just make sure you're doing the log at some point or parts if it.

Once at 35 you might as well stay in Pagos to light farm and fates, and finish your weapon. I've gone 5 levels while trying to finish my farming, and once that is done, getting half way through Pyros should be easier. That is assuming you want to try to upgrade more than one weapon. If you have enough gill, then getting to 30 or 50 mnemes from Pyros wont be a problem. It might be really fast since the gear is just 5 mat i380 stuff, going past 30 is optional.

Anemos is a walk in field of flowers compared to Eureka Pagos. I decided to skip this content totally after I went to Pagos, its just so horrible and disgusting that its not worth the frustration.
After several hours trying to get a party, and the few who I got didn't gave a fuzzy, I gave up. Too much frustration for a lame content. If you are casual player and are doing it now, you are pretty much screwed, sorry to say this.
My only regret is that it will be the only relic I'll never get; at least not as it is now. Perhaps after 5.0 when I return gaming.

At level 1-2 you can complete challenge logs all by yourself and get up to level 5+ in a day.
At that point you'll need to party up to beat relevant challenge log enemies.
At level 7-9 you should be capable of taking part in FATEs.
It will be pretty hard to finish the challenge log in that level all by your own.
