So if we don't want men dressing like women, we need to change every female npc into women's clothing and take them out of men's clothing. I mean, we gotta be consistent. If men can't wear women's clothes, then women can't wear men's clothes.
The majority is almost always wrong.
If the majority would be right, Lady Gaga/Lionel Messi/Brad Pitt, would've been president by now. Humans have a bias for groupthink and as a result readily accept any prevailing wisdom.
At one time or another, the majority believed that public hanging is OK, women are weaker in everything, men should never ever cry, US would never have a black president, you get the idea by now...

Instead of a niche guy in a bunny outfit in the casino suddenly appearing, I second the motion of visiting a new area where the dress for both genders are androgynous. Best way to introduce something new is to make it plausible that people dress like that globally.
For example, you go to X new local and hey all wear loose tunics like these:
