Aaah, thank you for clarifying. I wasn't 100% sure. Kan-E-Senna looks like a child to me (around 15/16 or so), but I think how she sounds and carries herself makes her look more mature than she really is but that's just my opinion. They are not another race, they are just chosen by the elementals and after that they grow horns and stop growing. So they would have to bend lore even more than any beast race or new race will ever do. (They are chosen ones that should protect the forest, so why should they travel around the world? There was just one that ever left the forest) Also we would need glamour that makes us look older like Kan-E-Senna otherwise we would look like children which would open another can of worms. (Lalas are small but they are not children, while Padjals are adults in children bodies)
And at least for me they would be even more boring than the Viera, because they are truly just Hyur with a set of horns.
She is but it seems that she tries to act more adult and look more like an adult.
Letter from the Producer LIVE Part IX Q&A Summary (10/30/2013)
Q: Will there be any maintenance fees or other costs for housing, besides the cost of the land and house?
A: In older MMOs, such as Ultima Online, there was a house maintenance fee you had to pay weekly, but in FFXIV: ARR we decided against this system. Similarly, these older MMOs also had a system where your house would break down if you didn’t log in after a while in order to have you continue your subscription, but this is a thing of the past and we won't have any system like that.
If I recall correctly, she's actually in her 20's. This also makes sense, as she was already a GC-leader during 1.0; if she was only 16 now she would have been 11 at most back then, which seems unlikely.

I don't think we can know exactly how old she is by appearance alone; after being choosen by the Elementals as a Padjal, they stop aging.
I don't have info on the lorebook, maybe there's a bit about it on there!
EDIT: Just checked. Nothing about her age on her snippet.

I didn't say she was 16, I said she looked 16. xD As a Padjali, she would have been chosen as a child/teen. So, of course she'd mentally be older (as she is older) and carry a more mature presence with her. (Which is what I was trying to say earlier that maybe she looked older to whomever cuz she behaves older.)
Rof is right on the money:
I never implied you did; I was merely stating what I remember about it (for some reason the number 28 is on my mind) and gave some conjecture as to why I think it makes sense.I didn't say she was 16, I said she looked 16. xD As a Padjali, she would have been chosen as a child/teen. For those that still wonder about Padjal ages (Kan-E-Senna), it was answered at the 2014 Fanfest by Koji Fox during a lore panel.

Yup! 28 seems to be the number that pops most regarding her age.
It seems E-Sumi-Yan is old AF, tho, since he raised O-App-Pesi (Pepsi lol) who is 36 according to the lore book.
Meh not really a fan of the lupin. Most popular new race I've seen the most of is vierra, which are the bunny people?
I also want the dragon people. You know the race that the white mage teachers and leader of gridania is.

Those aren't dragons, they're called Padjali and they're basically just destined caretakers of the Twelveswood chosen by the Elementals to be their voice when the beings can't speak themselves. Their horns aren't given to them until they're chosen and it basically halts their natural aging which is the reason Kanne looks way younger than she probably really is.
The only dragon people in XIV are the Dravanians themselves which....we'll never get as a playable race because they're actually full bodied and blooded dragons.
